what's a good program to use for vocal effects...like adding echos, reversing, changing pitch, etc...

There are a few software vocoders.....

A trick is to reverse the vocal sample, add reverb record it reversed then reverse it again so it plays the right way with the reverse reverb, it kinda wooshes in.
