The best (most effective) cooling mod I've seen so far were peltier circuits stacked between the processor and oversized heat sink. Heavy insulation is required around the processor and back of the motherboard to prevent condensation. I don't have any links, but from what I remember it was rediculously overclocked, idled at around -20C, and at max load would reach around 20C. Possibly, this could be further moded to shut down the peltiers if the temp goes below room temp as to completely avoid condensation as well as insulation.
Note: Peltier Circuits are the devices that have recently been employed in portable coolers to stay ice cold without the use of a compressor as is required in normal refrigeration units.
